Ukraine’s Ministry of Defense (MON) continues to be plagued by personnel decisions. The challenges range from persistent recruitment issues, to the lack of equal representation in top positions, to the misuse of available resources. Despite these issues, a large number of changes have been made in order to improve the situation.

One of the most significant changes is the introduction of equal opportunity programs. This includes creating a merit-based selection process for positions within the MON, as well as instituting diversity programs to ensure equal representation in the top ranks. Furthermore, the government has taken steps to ensure that the recruitment process is fair and transparent, and has even launched a nationwide program to increase recruitment efforts.

Another major change that has been made is the modernization of the MON’s infrastructure.
